Resident review of damp and mould services

In August 2024, the Surrey Resident Scrutiny Panel concluded a review of its damp and mould service.
This review was conducted to complement the Kent/East Sussex Scrutiny panel’s review of the same service during 2023, giving TCH a complete overview of how damp and mould is dealt with in all their homes.
The eight member panel looked extensively at the former Rosebery service and compared it with the approach taken in the Kent/East Sussex, as well as five other housing associations, particularly considering heightened concerns following the tragic death of Awaab Ishak in Rochdale, which a coroner attributed to damp and mouldy conditions.
The Surrey scrutiny panel made five recommendations for service improvements including for TCH to “constantly review its approach to damp and mould”. Its full report can be found here.
The findings are also being shared via HQN, an independent organisation that shares best practice insights and lessons learned across the housing sector.
The Surrey panel and the Kent/East Sussex panel are now merging to form one dedicated TCH resident scrutiny panel from April 2025. Further details will be published on our website and in the resident newsletter shortly.
