Smart doorbells and home CCTV are becoming more common, and they can be a useful way to feel more secure at home. But before installing any equipment that records video or audio outside your property, it’s important to understand what’s allowed – and what steps you need to take.

Understanding the legal situation 

If your camera captures footage outside your private space – for example, a shared hallway, pavement, a neighbour’s property or communal areas – you are likely to be subject to UK data protection law. 

This includes the UK General Data Protection Regulation and the Data Protection Act 2018. 

This means that if your recording device captures images beyond the boundary of your private domestic property, data protection laws apply and you become responsible for how that data is used. You will also need to let people know that you are using a recording device by displaying a sign.  

This guide from the Information Commissioner’s Office (ICO) explains data protection law when someone is using home CCTV at their property. This includes the use of fixed cameras and smart doorbells.

Please: 

• Check with us before installing any CCTV or video doorbell  

• Make sure your camera is positioned to limit recording of public or shared spaces  

• Be mindful of neighbours’ privacy  

• If your CCTV or video doorbell records areas beyond your home, such as communal corridors, entrances or shared spaces, display a clear notice to let people know. 

• Understand your responsibilities if recording extends beyond your property. 

• Flat entrance doors are often fire doors, and any installation should not affect their integrity or fire performance. Do not drill or screw equipment into the door itself. An adhesive fixing or doorframe-mounted solution is generally preferable
