About us

We provide more than 10,000 affordable homes in 15 local authority areas in Kent and Sussex. Over the years we have invested heavily in our homes, and continue to do so as part of the Peabody Group.

In addition to general needs homes, we offer a wide range of housing, including key worker, shared ownership and specialist accommodation.

We also provide 3,000 affordable homes in Surrey and West Sussex following our merger with Rosebery Housing Association in April 2023.

Our residents are our number one priority, which is why our main strategic purpose is to help people flourish. We do this by providing great homes and services, by making a positive difference to the communities we serve and by providing an inclusive and inspiring place to work.

Bob Heapy

Chief Executive

Bob is responsible for the effective operation, control and management of all Town and Country Housing’s activities, including our Rosebery brand operating in Surrey and West Sussex. He ensures that our residents are at the heart of what we do and that we provide excellent and cost-effective services. Bob also ensures that we grow in a controlled and sustainable way, work in partnership with key stakeholders to build successful communities and provide good value for money.

Bob is also an Executive Director of our Group parent the Peabody Trust. This ensures close and consistent working across all the Groups operations.

Stuart Ilsley

Operations Director

Stuart has overall responsibility for the delivery of housing management services to our residents, this includes specialist services for our older and vulnerable residents.

He ensures that our residents receive a high-quality service. Stuart is also responsible for promoting tenant empowerment, community engagement and community development to enrich and transform our communities.

Colin Lissenden

Development Director

Colin has more than 20 years’ experience in the development and construction industry. As Development Director he has responsibility for Town & Country Housing’s new homes programme, the responsive repairs service, asset management programmes, rationalisation and regeneration. Colin also heads up the commercial division, Love Living Homes, which is principally responsible for new property sales.

Caroline Jacques

Regional Director of
Corporate Services

Caroline joined Town & Country Housing as Head of HR and People Development in April 2016 and was appointed Regional Director of Corporate Services in April 2022. 

Prior to this she held a number of HR roles within Kent Probation/Kent, Surrey, Sussex Community Rehabilitation Company progressing to HR Director. In this role she successfully project managed the people strand of a major organisational change programme which delivered the Government’s Transforming Rehabilitation agenda within Kent, Surrey, and Sussex.

As Regional Director of Corporate Services Caroline has responsibility for HR, People Development, IT, Communications and PR, Procurement, Facilities and Health and Safety.

Mike Hyams

Regional Finance Director

Mike’s role is to lead the Finance Department, ensuring it provides an efficient and an effective financial service to our stakeholders. This includes reporting our financial performance to the Board, Management team and external stakeholders.

Building future homes

We’re committed to building new, affordable and market sale homes in places where people want to live, using traditional and modern methods of construction.

The starting point for that work is finding a suitable spot of land. We’ve always got an eye out for new development opportunities, so if you have land available for residential development, please contact our New Business team.

Our new homes are available through Love Living Homes, a commercial arm of Town & Country Housing.

Love Living Homes offers a wide range of homes that suit all budgets and family sizes, from new build to resale homes available through outright sale, Shared Ownership and market rental.

Home Improvement and Support Team

Covering Kent, Medway and parts of East Sussex, our Home Improvement Agency provides support and advice to older or vulnerable people to help them live independently for longer in their homes, whether they own or rent the property. We can assist people with a wide range of needs including those with mental ill health, complex needs and disabilities.
